Who We Are
Phoenix Youth Empowerment CIC is a community-rooted organisation that supports young people aged 11–18 across Bedfordshire. We work closely with those at risk of school exclusion, criminal exploitation, or disengagement from education and society.
Our mission is to empower young people through three key strands of support:
Targeted 1:1 Mentoring that helps young people build trust, improve behaviour, and stay engaged in school. Our mentors provide consistent emotional support, challenge negative thinking, and help students set and achieve realistic personal goals—often resulting in improved attendance, reduced incidents, and renewed focus.
Early Intervention Services that address issues such as knife crime, county lines, and emotional regulation. These workshops are designed to shift attitudes, build awareness, and reduce risky behaviour. By intervening early, we help prevent exclusions, reduce the influence of negative peer groups, and promote safer choices both in and outside of school.
Enterprise & Skills-Based Programmes that provide practical learning experiences through business and bicycle workshops. These sessions develop transferable skills such as leadership, teamwork, communication, and problem-solving—giving young people a sense of purpose, pride, and preparation for future education, employment, or self-employment.
Founded by Najaf Shah and Ryan Mason-Hope, our trauma-informed team combines lived experience with professional training, creating a relatable and effective approach to youth engagement. We work in partnership with schools, local authorities, and alternative provisions to deliver outcomes that are not only measurable—but meaningful.

Business & Bicycle Workshops
Youth learn practical skills like budgeting, branding, and teamwork by building their own small businesses or fixing bikes. These workshops promote creativity, responsibility, and hands-on experience.

Who can make a referral to Phoenix Youth Empowerment?
Anyone can refer — including parents, teachers, youth workers, social workers, or the young person themselves (with parental/guardian consent if under 16).
What age group do you support?
We work with young people aged 11 to 18 living in or around Bedfordshire.
What kind of challenges do you help with?
We support young people at risk of school exclusion, exploitation, county lines involvement, low confidence, poor attendance, and more.

Is there a cost for your services?
Most of our services are funded or referral-based, meaning there is no direct cost to the family or young person. We also accept school/agency-funded referrals.
How soon do you respond to referrals?
We aim to respond to all referrals within 48 hours.
Are your staff qualified and vetted?
Yes — all team members are DBS-checked, safeguarding trained, and trauma-informed practitioners.
Where are your services delivered?
We deliver services in schools, community centres, and youth hubs across Luton, Bedfordshire, and surrounding areas. Some mentoring can also be done virtually if needed.
